Cascading effect: On dams and land rights

India wants the 11.2-GW Siang Upper Multipurpose Project in Arunachal Pradesh as a buffer against China's 60-GW dam in Tibet on the same river, which becomes the Brahmaputra. The editorial says Beijing won't share how its dam will run, so SUMP starts with a lot of unknowns. It criticises the top-down push, with security forces guarding survey teams and an anti-activist law, and says the state can't protect the nation's needs by turning local Adi communities against it.
