Wicked surprise: on the northeast monsoon

India had its driest southwest monsoon in 11 years, 12.6% below normal, which hurt kharif sowing and pushed up food prices. The IMD expects a normal northeast monsoon from October to December, but that forecast has a 12% error margin, far wider than the 5% for the summer monsoon. El Niño years like 2015, when Chennai flooded, can bring very heavy rain, so the editorial asks the Centre and southern States to clear drains and prepare shelters now.
